About this call
Guichet 3 (Productive Use of Energy) - Window 1: Solar Inverters aims to support the introduction and development of solar inverters in the off-grid solar system (OGS) market in Madagascar. This equipment converts solar energy into alternating current, making it easier to use for productive purposes. More broadly, Guichet 3 aims to improve access to productive assets by reducing their cost to end users, to facilitate their acquisition and distribution by market actors, and to encourage the development of tailored financing solutions, particularly through the involvement of the local financial sector and the use of innovative models such as PAYGO or leasing. Through this initiative, the DECIM Fund also aims to identify the most promising PUE applications and the most effective support mechanisms, in order to guide future programs and public policy.
Eligibility criteria
- All companies that have been awarded an RBF grant under Guichet 1 of the SHS facility are eligible.
- To be a Malagasy company or a Malagasy subsidiary of an international company
- Distribute solar products for domestic use or equipment for productive purposes to households and/or small and medium-sized companies in Madagascar (including the sale of fossil fuel-powered generators);
- Establishing product distribution networks that serve rural areas not connected to Jirama's power grid
- Provide after-sales service to customers (at a minimum, a phone number and a system for repairing or replacing defective equipment)
- Have a customer relationship management (CRM) system in place to track customer data
- Have an enterprise resource planning (ERP) system in place to manage resources such as inventory and personnel, and to track product status and location (especially for pay-as-you-go sales)
- Have funding or personal funds to finance operations
- Comply with current regulations in the energy sector in Madagascar
- Have at least 3 years of experience in the distribution of SHS or UPE equipment in Madagascar, or have at least 5 years of experience in the distribution of SHS or UPE equipment in sub-Saharan Africa

Only solar power systems sold as a kit that includes solar panels, a battery, a charge controller, and an inverter are eligible.
