About this call

The DECIM Fund invites companies to submit applications for results-based financing (RBF) grants under Guichet 1 : Sale of SHS-certified products / Funding window 1 : RBF Facility - Sales The purpose of this funding window is to contribute to the DECIM Fund’s goal of providing 417,000 connections to households or businesses by awarding RBF grants to companies that distribute certified SHS products (solar kits, etc.) through traditional sales models. The main objectives of Window 1- sale of SHS products are as follows: • Support beneficiary companies in selling certified products that comply with VeraSol/IEC TS 62257-9-8 quality standards and are backed by adequate after-sales service. • Encourage the sale of products through consumer credit. • Support companies in acquiring inventory of SHS products.

Eligibility criteria

To be a Malagasy company or a Malagasy subsidiary of an international company
Distribute pico-PV products and/or solar products for domestic use to households and/or small and medium-sized enterprises in Madagascar;
Establish distribution networks for SHS products that reach rural areas not connected to JIRAMA’s power grid;
Distribute at least one product that offers electrical services other than lighting (for example, phone charging via a USB port);
Provide after-sales service to customers (at a minimum, a phone number and a system for repairing or replacing defective equipment);
Have a customer relationship management (CRM) system in place to track customer data

Have an enterprise resource planning (ERP) system in place to manage resources such as inventory and personnel, and to track the status and location of products (particularly for PAYGO sales);
Have funds available to finance operations;
Comply with current regulations in the energy sector in Madagascar;
Have been distributing electrical equipment in Madagascar or outside Madagascar for more than three years OR have been operating in the microfinance sector - with proceeds dedicated to rural electrification - for more than three years OR be active in other sectors but have the potential to promote rural electrification primarily through SHS products. In the latter case, the company must provide partnership agreements with companies in the energy sector that are committed to promoting off-grid electrification through SHR products;
Comply with all other requirements and procedures described in the RBF - SHS Manual and its appendices.

Eligible
products

Be certified or in the process of being certified by VeraSol/IEC TS 62257-9-8 (at least using the “Initial Screening Method”);
Must be capable of providing supplemental lighting using multiple LED lights and charging small electronic devices (radios, fans, etc.);

Must have a minimum capacity of 25 Wh and 12 Wp;
Only products that the consumer owns at the end of the transaction with the retailer and that are standalone SHS products are eligible.
