About this call
The Guichet 2 - Energy as a Service (EaaS) of the DECIM Fund aims to support companies operating in the Malagasy market that offer energy-as-a-service (EaaS) solutions through the provision of results-based financing (RBF). The first funding window, titled “EaaS Pilot projects,” aims to support the DECIM Fund’s goal of providing 417 000 new connections for households and businesses through off-grid solar products (OGSP) deployed using EaaS models. This window is designed for models in which customers pay for energy as a service, without purchasing the system, and with the option to return SHS products without penalty. The supported companies will also be required to ensure the sustainability of SHS products, provide maintenance and repair services, promote the refurbishment of returned equipment, and implement responsible e-waste management practices.
Eligibility criteria
- To be a Malagasy company or a Malagasy subsidiary of an international company
- Distribute micro-PV systems and/or solar products for domestic use to households and/or small and medium-sized enterprises in Madagascar
- Establish distribution networks for SHS products that reach rural areas not connected to Jirama’s power grid
- Offer at least one product that provides electrical services other than lighting (for example, phone charging via a USB port)
- Provide after-sales service to customers (at a minimum, a phone number and a system for repairing or replacing defective equipment)
- Have a customer relationship management (CRM) system in place to track customer data
- Have an enterprise resource planning (ERP) system in place to manage resources such as inventory and personnel, and to track the status and location of products
- Have funding or personal funds to finance operations
- Comply with current regulations in the energy sector in Madagascar
- Have been distributing electrical equipment in Madagascar or outside Madagascar for more than three years OR have been operating in the microfinance sector - with proceeds dedicated to rural electrification - for more than three years OR be active in other sectors but have the potential to promote rural electrification primarily through SHS products. In the latter case, the company must provide partnership agreements with companies in the energy sector that commit to promoting off-grid electrification through SHS products
