Emergency response following cyclone GEZANI: more than 30,000 solar kits distributed to households in Toamasina II
Following cyclone GEZANI in February 2026, the DECIM Project, implemented by the Ministry of Digital Development, Posts, and Telecommunications (MNDPT) and the Ministry of Energy and Hydrocarbons (MEH), with financial support from the World Bank Group, mobilized the DECIM Fund to support the Malagasy government’s efforts to assist the hardest-hit populations in the unelectrified areas of the Toamasina II district by distributing 30,000 solar kits free of charge to the most vulnerable communities.
As part of this effort, a special emergency response center was launched to provide free solar kits to disaster-affected households identified by the government. The goal was to enable families to quickly regain access to lighting and charging solutions for their essential devices.
The distributions began in April 2026 with support from Izili, HERi, YAS, Startimes, NEA and LEMI.
On April 1, more than 6,000 solar kits were distributed in the rural commune of Fanandrana, in the presence of the Minister of Energy and Hydrocarbons. On April 9, the initiative continued in the rural commune of Ampasimadinika, where 2,560 households received solar kits during a ceremony presided over by the Minister of Digital Development, Posts, and Telecommunications, alongside local officials.
Distributions were then expanded to all targeted municipalities in order to meet the urgent energy needs of the affected populations.
By the end of May 2026, 30,693 solar kits had been distributed across the 12 rural municipalities of the Toamasina II district, covering 92 fokontany.
Through this emergency response, the DECIM Fund helps strengthen the resilience of vulnerable communities by facilitating rapid access to clean and essential energy solutions in the wake of a natural disaster.
