About this call
This second call for proposals focuses on the sale of affordable digital devices with Internet access. It targets stakeholders capable of reaching rural areas and priority intervention regions, while ensuring appropriate after-sales service.
Eligibility criteria
- Malagasy companies established locally and active in the distribution of digital devices or solar products
- Microfinance Institutions (MFIs) offering such products or partnering with eligible distributors
- Consortia including telecom operators, MFIs, device manufacturers, or wholesalers/importers.
Eligible
products
- New devices only (non-refurbished), with a unique IMEI approved by ARTEC
- Entry-level smartphones : 1–3 GB RAM, battery ≤ 5000 mAh, charger ≤ 10W
- Mid-range smartphones : 4–8 GB RAM, battery ≥ 4000 mAh, charger > 10W (fast charging)
- Each device must be distributed with a SIM card, a unique phone number, and a valid internet bundle renewable for at least six (6) months.
