About this call
The DECIM Fund aims to promote the productive use of autonomous energy (PUE) in Madagascar in order to foster development in rural areas not served by the national company JIRAMA or by private mini-grids. Given the emerging nature of the PUE solutions market in Madagascar and the diversity of existing models, the DECIM Fund wishes to engage in structured consultation with market players. The purpose of this Call for Expressions of Interest is to: identify promising productive applications; understand existing economic models; inform the design of future Calls for Proposals (CfP); and pre-select qualified candidates for participation in the first Call for Proposals for autonomous PUEs. Participation in this CEI does not constitute a commitment to provide funding.
Eligibility criteria
- The private sector, companies, consortia, associations, and registered cooperatives are eligible. NGOs are eligible if they pursue a commercial approach and are treated as businesses. To make it simple, we will refer to all eligible NGOs as “companies.”
- Companies must be domiciled in Madagascar or commit to becoming domiciled there at the time of the launch of phase 2 of the procedure, scheduled for the second quarter of 2026. In addition, they must hold all the necessary authorizations.
- Companies must have at least one year's experience in the sector covered by the CEI, as a distributor and/or installer of the proposed products.
- Other eligibility criteria may be imposed during the deployment of phase 2. Companies eligible for phase 1 are not automatically eligible for phase 2.
