How to apply for DECIM Fund financing?

General procedure

Description

  • 01.

    The DECIM Fund launches a call for proposals for each financing window through its official communication channels (website and social media)

  • 02.

    Interested companies check whether they meet the specific eligibility criteria for the financing window they wish to apply for.

  • 03.

    Companies that meet the eligibility criteria download the application forms and required documentation.

  • 04.

    The company submits its grant application via the following link, uploading all required documents.

    The application is reviewed for eligibility (based on the specific criteria for the financing window).

  • 06.

    If the application is eligible, it is further assessed by the DECIM Fund and submitted to the Investment Committee for approval

Eligibility criteria

The following eligibility criteria apply to entities seeking support through a Results-Based Financing (RBF) grant, a Catalytic grant, or the Credit Line offered by the DECIM Fund. These general criteria apply across all components. Additional specific criteria will be applied depending on the activity.

Private sector entities, companies, consortia, associations, and registered cooperatives are eligible.
NGOs are eligible if they follow a commercial approach and are treated as businesses. For simplicity, all eligible NGOs will be referred to as “companies.”
Companies must be registered and domiciled in Madagascar and hold all required authorizations.
Companies must comply with the DECIM Fund’s compliance regulations.
Companies must meet all regulatory obligations, possess all necessary operating permits and licenses, and be up to date with their tax declarations.
Companies must be capable of providing the required due diligence and verification information.
Companies must be able to submit data through the online platform (Odyssey), with a strong preference for automated integration and remote, automated verification where possible. The DECIM Fund may offer catalytic grants to support companies in setting up these systems.
Companies must commit to implementing customer data collection mechanisms and undergoing verification processes for any grant received. As such, they must ensure traceability of their sales or connections (for RBF grants) or of expenses (for catalytic grants), and be able to provide supporting documentation and information for verification purposes.
