This first call for proposals focuses on the sale of affordable internet-enabled digital devices, supported by a dedicated credit line. It targets players capable of reaching rural areas and priority intervention regions, while providing appropriate after-sales service.

Critères
d’éligibilité

Malagasy companies established locally and active in the distribution of digital devices or solar products
Microfinance institutions (MFIs) offering such products or partnering with eligible distributors

Consortia including telecom operators, MFIs, device manufacturers, or wholesalers/importers

Produits
éligibles

New (non-refurbished) devices, with a unique IMEI approved by ARTEC
Feature phones: Minimum 2G connectivity
Smart feature phones: Up to 512 MB RAM, minimum 3G connectivity

Entry-level smartphones: 1 to 3 GB RAM, battery ≤ 5000 mAh, charger ≤ 10W
Mid-range smartphones: 4 to 8 GB RAM, battery ≥ 4000 mAh, charger > 10W (fast charging)
Each device must be distributed with a SIM card, a unique phone number, and a valid internet bundle renewable for at least 6 months.
